Cook County government is recognized nationally as a leader in community and economic development; public safety; health care; open space and recreation; and exceptional financial management.

The Cook County planning and economic development staff works closely with the region's 130 municipalities, state and federal agencies, and hundreds of community-based organizations to promote economic development throughout the Chicago-Cook region. With an economy larger than most states and nations (Chicago-Cook County ranks as the 18th largest economy of the world - ahead of Taiwan and Switzerland), Chicago-Cook County is the "economic engine" of the Midwest.

Our government has instituted a number of initiatives to help businesses stay and grow in our region: we have signed international trade agreements and conduct collaborative projects with regions in Europe, Latin America, Africa and Asia to spearhead strategic alliances and joint ventures among our small and medium sized companies and those abroad to expand their reach and penetrate new markets; we have built a vigorous, technology-driven marketing program to address the needs of existing businesses and attract new investment in the region; we have reactivated thousands of tax-delinquent parcels and spurred commercial and industrial redevelopment; and we have invested in our region's transportation infrastructure and built affordable housing for seniors and families.

In the vital area of public safety, the Cook County Board of Commissioners works cooperatively with the Sheriff, the Chief Judge, the State's Attorney, the Public Defender, and the Circuit Court Clerk to fight crime, operate the courts and jails, prosecute criminals and defend indigent suspects, rehabilitate young men and women who have broken the law, and reduce gang activity and drug trafficking.

The Cook County Bureau of Health Services provides care in urban and suburban communities in the County. We work hard to find creative ways to ensure that health care services are available for all who need them, regardless of their financial circumstances. It is not only my personal belief that health care is a right rather than a privilege, but it is one of our core missions as a government to provide it. The new Stroger Hospital (formerly Cook County Hospital), opened in October 2002, is a key element in our comprehensive system of care.

The forest preserves of Cook County are places to take a break and enjoy the serenity of nature throughout the year. The Chicago Botanic Garden and Brookfield Zoo are both renowned world-class facilities featuring a wealth of programs for families and school children.

One of my goals in public life has been to make government responsive and accountable. Most who choose public service value their public trust and "go the extra mile." I believe every single person who works for the County has a responsibility, first and foremost, to the people we serve...the people who place trust in our leadership and pay our salaries.

Every day I am reminded of how hopeful, inspiring and gratifying public service can be. It is an honor to serve the people of Cook County.

Sincerely,

Todd H. Stroger
President, Cook County Board of Commissioners
